The main question is whether an institution increases or replaces the capacity of people to decide responsibly. Functioning alone is not enough.

Rules are necessary, but their purpose is not only control. A good rule makes action more reliable, responsibility clearer, and cooperation more possible.

Education, law, and economy become infrastructures of self-determination when they develop judgment, protect dignity, and create material conditions for responsible action.
